The vertical lines running through the center of the top plot show the high and low temperatures for that date. The light blue ribbon represents the 30-year average high and low temperature. The red circles above and below these markings are the record high and low temperatures. The orange horizontal lines indicate the average temperature over the seven day period marked.
In the middle plot, the cyan bars represent snowfall in inches and the solid lines show liquid precipitation (rain, melted snow) in tenths of inches (a 5 on the y-axis indicates 0.5 inches of precipitation).
The bottom plot shows cloud cover. The amount of grey on each date indicates the cloud cover, so a solid grey bar is a very cloudy day.
